Foo Siew Fong is the Co-Head of the Family and Divorce Practice Group. She deals with all aspects of family and divorce in addition to handling preventive issues at the beginning of a relationship, e.g. the preparation of pre-nuptial agreements.
Her team was awarded “Matrimonial Law Firm of the Year” at the ALB SE Asia Law Awards from 2016 to 2019 and most recently ranked as Tier 1 in the 2024 edition of both Benchmark Litigation Asia Pacific and Doyles Guide’s Singapore Family and Divorce Leading Law Firms. The practice group was also recognised under the field of Family Law in The Straits Times’ ranking of “Singapore’s Best Law Firms” in 2021, 2022, 2023, 2024 and 2025. Siew Fong has been listed as Preeminent Lawyer in the Doyles Guide for Singapore Family & Divorce Leading Lawyers from 2016-2024 and as Dispute Resolution Star by the Benchmark Litigation Asia Pacific from 2019-2024. In addition, Siew Fong has been named one of the Top 100 Women in Litigation by Benchmark Litigation Asia Pacific from 2020-2022 and 2024. From 2021-2024, Siew Fong joined the distinguished judging panel for the ALB SE Asia Law Awards. Siew Fong has also been ranked in Band 1 for Family/Matrimonial: High Net Worth in the Chambers High Net Worth Guide 2023 and 2024. Back in 2011, the Family and Juvenile Justice Division awarded her the Outstanding Volunteer of the Year in the Advocate and Solicitor Category.
Siew Fong was the President of the Singapore Association of Women’s Lawyers (SAWL) from 2001 to 2009 as well as the Chairman of SAWL Scholarship Fund from 2014 to 2022. Presently, she is still serving the organization and the charity. Siew Fong is the General Editor of “Law and Practice of Family Law in Singapore” a Sweet and Maxwell publication, for both 2016 and 2022 editions and also contributed the chapter on “Jurisdiction of the Family Court: Divorce and Dissolution”.
Siew Fong sits on the Family Justice Rules Committee pursuant to section 46(2) of the Family Justice Act 2014. She is also a member of the Committee by the Chief Justice under Section 139 (1) of the Women’s Charter. As well as being a South East CDC member for the past 12 years, she is also a Deputy Registrar/Licensed Solemniser by the Registry of Marriages.
She is also a Fellow of the International Academy of Family Lawyers, membership of which is exclusive to family lawyers with experience in international disputes relating to maintenance, division of assets and children’s issues.
Siew Fong is an accredited Singapore Mediation Centre (SMC) mediator in family law. A pioneer trained in Collaborative Family Practice (CFP), Siew Fong sat on the panel of the SMC’s CFP service, which aims to resolve family disputes outside of the courtroom. Siew Fong is also on the Law Society Mediation Scheme and Law Society Neutral Evaluation Scheme Panel (LSMS-LSNES) for Family Law and she also sits as a Committee Member of the Maintenance Support Centre of the Singapore Council of Women’s Organisations. Siew Fong was also appointed by the Family Justice Courts to be on the panel of Child Representatives from the inception of the scheme in October 2014 to December 2022.
Siew Fong’s commitment to the community sees her in the Home Team as a member of the Citizenship Committee of Inquiry under the Ministry of Home Affairs. She was also a member of the Executive Committee of The Cerebral Palsy Alliance Singapore (CPAS) (formerly known as The Spastic Children’s Association of Singapore), an organization that provides medical treatment and therapy for children with cerebral palsy, as well as vocational training and gainful employment through its school. Siew Fong volunteered with CPAS for fourteen years. She was also a recipient of the Public Service Medal for her commendable public service in Singapore. Most recently, Siew Fong has been appointed to the Programme Advisory Committee for English Programmes (PACE) 2023-2025 by The Infocomm Media Development Authority.
Siew Fong remains committed to the progress of the legal community in Singapore. She has been appointed to participate in the Committee for Continuing Professional Development Accreditation, by the Singapore Institute of Legal Education to set progressive benchmarks for practitioners in the local legal landscape.
Siew Fong was called to the Singapore Bar in 1991.
